Azerbaijan Opens Five-Star Baku Resort & Spa on Lake Issyk-Kul

Baku Resort & Spa brings five-star lodging, Azerbaijani cuisine, and a year-round beach concept to Kyrgyzstan’s most visited lake

Baku Resort & Spa

On July 31, 2026, the five-star Baku Resort & Spa officially opened on the shores of Lake Issyk-Kul in Kyrgyzstan. The inauguration was attended by the presidents of Azerbaijan, Kyrgyzstan, Uzbekistan, Kazakhstan, Tajikistan, and Turkmenistan, along with their first ladies. For travelers, it adds a five-star choice on the lake.

The resort is located in Kara-Oy village in the Issyk-Kul region, west of Cholpon-Ata on the lake’s northern shore. That area is part of the lake’s most developed tourism zone.

It was developed under a 2023 intergovernmental agreement between the Government of Azerbaijan and the Cabinet of Ministers of Kyrgyzstan. The agreement covers investment in the construction of a five-star hotel.

About the Project

The complex covers more than 17 hectares and includes 111 guest rooms and 10 luxury cottages, with capacity for up to 330 visitors. In its initial phase, the project is expected to generate 255 jobs, with some positions filled by Azerbaijani citizens.

Facilities include indoor and outdoor swimming pools, an aqua park, a year-round beach area, spa and wellness amenities, a bowling and gaming zone, a cinema, a multifunctional outdoor sports ground, and modern conference and event spaces. This mix gives visitors things to do even when the lake is not at its warmest.

Restaurants serve Azerbaijani cuisine, including traditional Azerbaijani breakfasts. That means guests can eat Azerbaijani dishes without leaving the lake area.

Why Issyk-Kul’s northern shore keeps attracting investment

Lake Issyk-Kul has long been the backbone of Kyrgyzstan’s summer tourism industry. It remains one of the largest high-altitude lakes in the world, surrounded by the Tian Shan mountains.

The northern shore around Cholpon-Ata and Kara-Oy is the most developed section of the lake. It hosts cultural sites such as Rukh Ordo, the local historical museum, and venues used for the World Nomad Games.

Kyrgyzstan hosted the World Nomad Games in 2014, 2016, 2018, and again in 2026, with competitions at venues in the Cholpon-Ata and Baktuu-Dolonotu area. The opening adds a major new foreign-backed luxury resort to a shore that already has a significant tourism infrastructure cluster.

If your main goal is swimming and beach weather, July and August remain the safest months. Swimming can remain possible into September, but lake temperatures fall noticeably after the summer peak.

A Year-Round Beach Experience

The resort’s indoor wellness facilities, year-round beach concept, and conference spaces may make it more attractive outside the peak beach season. That matters if you want a trip built around spa, events, or indoor recreation rather than only lake swimming.

New resort development continues along Issyk-Kul’s northern shore, with additional major projects planned or underway, reflecting growing international investment interest in the region’s tourism potential. The overall trend points toward larger, higher-specification developments around the lake, expanding accommodation options beyond the traditional summer-holiday segment for future visitors to the lake.
